Overview
Federal construction projects operate under a defined quality management structure established by contract specifications, drawings, and incorporated federal contract clauses. Within this structure, Quality Assurance (QA) personnel represent the Government or its authorized representatives and are responsible for verifying that contractor work complies with contract requirements.
QA oversight is distinct from contractor Quality Control (QC) responsibilities. Contractors are required to implement and manage a Quality Control system that ensures their work meets contract requirements. QA personnel verify compliance through observation, documentation, and communication within the established contract authority structure.
Federal inspectors do not direct contractor means and methods, approve substitutions, or modify contract requirements. Their role is to observe work, document conditions, and communicate compliance concerns through the proper contractual chain of authority.
Understanding this distinction is essential to maintaining the integrity of the federal construction process.
Quality Assurance in the Federal Construction Structure
